The series follows Harley Quinn’s adventures after she breaks up with the Joker, including receiving help from Poison Ivy and others to become a member of the Legion of Doom.

On November 20, 2017, it was announced that the then-unnamed DC Universe had ordered 26 episodes of Harley Quinn, a half-hour adult animated action-comedy series created and written by Justin Halpern, Patrick Schumacker, and Dean Lorey.

Executive producers were set to include Halpern, Schumacker, Lorey, and Sam Register with Jennifer Coyle serving as a supervising producer. Production companies involved in the series were slated to consist of Ehsugadee Productions and Warner Bros. Animation. The first season will consist of 13 episodes of the initial 26-episode order.

In June 2018, it was announced that the series would premiere in 2019. In October, it was further mapped as an October 2019 premiere. It was also reported that Kaley Cuoco would also serve as an executive producer for the series through her production company Yes, Norman Productions.

Alongside the series order announcement, it was reported that the producers of the series were expected to approach Margot Robbie, who portrays the character in the DC Extended Universe, to reprise the role. But Executive Producers Schumacker and Halpern, and supervising producer Coyle premiered the pilot episode of the Harley Quinn series with Kaley Cuoco (The Big Bang Theory), as the voice of the title role of Gotham city’s favorite Queenpin.

Other characters expected to be featured in the series include the Joker, Poison Ivy, Sy Borgman, Doctor Psycho, Malice Vundabar, King Shark, and Clayface.

American actress and producer Kaley Cuoco landed her breakthrough role as Bridget Hennessy on the ABC sitcom 8 Simple Rules, on which she starred from 2002 to 2005. Thereafter, Cuoco appeared as Billie Jenkins on the final season of the TV series Charmed (2005–2006). She gained more recognition when she starred as Penny on the CBS sitcom The Big Bang Theory (2007–2019), for which she has received Satellite, Critics’ Choice, and People’s Choice awards. Cuoco’s film credits include roles in To Be Fat like Me (2007), Hop (2011) and Authors Anonymous (2014). She received a star on the Hollywood Walk of Fame in 2014. In October 2017, Cuoco founded Yes, Norman Productions.

Born in Camarillo, California, Cuoco is the elder daughter of Layne Ann (Wingate), a homemaker, and Gary Carmine Cuoco, a realtor. Her father is of Italian descent while her mother is of English and German ancestry. Her sister, Briana, competed on the fifth season of The Voice. As a child, Cuoco was a regionally ranked amateur tennis player, a sport she took up when she was 3 years old but she stopped playing at the age of 16.

Cuoco made her first feature film appearance as the young Karin Carter in the 1995 film Virtuosity. From 2000 to 2001, she appeared on the CBS sitcom Ladies Man and in 2000 she portrayed former The Brady Bunch star Maureen McCormick in the TV movie Growing Up Brady as well as starring in the Disney Channel original film Alley Cats Strike. In September 2002, Cuoco began a starring role as Bridget Hennessy on the ABC sitcom 8 Simple Rules for Dating My Teenage Daughter (afterwards 8 Simple Rules).
